Antwerp – The newly launched ‘HandyPark’ app has been officially presented in Antwerp, offering a solution to help individuals with disabilities avoid receiving unjust parking fines. The development of HandyPark is the result of a collaboration between the City of Antwerp and organisations such as the VVSG.
Antwerp, along with several other Belgian cities, has been facing a growing number of complaints from members of the disabled community about incorrect parking tickets.
Traditional disabled parking cards displayed on vehicle dashboards are often missed by the automatic scanning systems used by law enforcement vehicles, according to VRT.
These license plate recognition systems frequently fail to detect the permits correctly, causing unfair fines. Disability advocacy groups have reported that contesting such tickets often involves lengthy and stressful administrative processes.
“You can always dispute those fines, but that often involves an administrative hassle. This app solves that easily,”
noted Minister Rob Beenders (Vooruit).
The HandyPark app has been designed with accessibility at its core.
“The app was developed in consultation with people with disabilities. It is very easy to use, and it also prevents unjustified fines,”
explained Van Gils.
“The app also gives control to the person with a disability,”
he added.
“I can set which car I ride with and how long that car has a parking right. In the past, you had to register each car separately with the municipality, but if you always have to ride with people, that’s a lot of administration.”
The app also helps reduce the burden of needing to prove one’s disability status.
“In the past, I sometimes had to convince officers of my disability, which is always painful,”
said Van Gils.
Beyond ease of use, the HandyPark app also strengthens abuse prevention.
“The app works with Itsme. Everyone who has it is, therefore, entitled to it. An old-fashioned parking card could sometimes be passed on or copied,”
said Guido, one of the app’s developers.
What’s the background of Antwerp’s HandyPark app?
HandyPark is a mobile parking solution originally developed by A1 Telekom Austria AG, intended to streamline parking management. The app allows users to purchase parking tickets, receive reminders before expiration, keep a history of parking activity, and even use features like CarFinder to locate parked vehicles. It also allows the saving of multiple license plates and introduces features for businesses to manage parking expenses collectively.
Though it originated in Austria—particularly in Vienna—the HandyPark system illustrates the digitisation of parking services to enhance convenience and user experience. There’s no explicit indication that the version launched in Antwerp is the same as the Austrian HandyPark app, implying that the Antwerp application might be a local adaptation or an entirely separate service inspired by similar digital innovations.
