Members of the European Parliament are urging the European Union to establish dedicated funding aimed at boosting infrastructure, connectivity, and resilience across the Three Seas region.
The appeal comes just days ahead of the Three Seas Summit, scheduled to be held in Warsaw from 28–29 April.
The Three Seas Initiative unites 13 EU countries that stretch between the Baltic, Black, and Adriatic Seas. These include Austria, Bulgaria, Croatia, the Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia — representing nearly half of all EU Member States.
In an official letter addressed to European Council President Antonio Costa, MEPs emphasized the region’s strategic relevance for the future of the European Union and called attention to substantial gaps in transport, energy, and digital infrastructure that must be closed.
“A special fund within the EU cohesion policy framework to support strategic, transnational projects carried out under the Three Seas Initiative” is crucial, the MEPs asserted.
“The Three Seas countries represent almost half of the EU Member States. Supporting their integration and development is not only a question of fairness – it is a strategic imperative for the strength and unity of the Union,” the letter stated.
The letter also raises concerns over the risk of creating a “two-speed Europe.” The argument is made that increased investment in Central and Eastern Europe will not only benefit its citizens but also the EU as a whole — especially in light of the current geopolitical context and the threat posed by Russia’s aggressive foreign posture.
“Especially today, in the context of growing geopolitical threats, particularly those stemming from Russia’s neo-imperial ambitions, the need for investment in the resilience and integration of this region is more pressing than ever. Cohesion funds must therefore focus, in particular, on the Three Seas countries as a key area in the architecture of the EU’s security, development, and unity,” the letter reads.
The initiative for the letter was led by Arkadiusz Mularczyk, Chair of the ECR Working Group on the Three Seas Initiative.
“This is about securing Europe’s future. The Three Seas region must not be seen as peripheral – it is central to the EU’s economic growth, strategic autonomy, and territorial cohesion,” Mularczyk said in a statement.
The proposal enjoys strong backing from MEPs across several political groups, including the ECR, EPP, Renew, and the Greens—reflecting growing cross-party support for enhanced investment in strengthening Central and Eastern Europe’s infrastructure and strategic importance.
