Friedrich Merz, der voraussichtlich nächste Kanzler, strebt die Gründung eines Nationalen Sicherheitsrates an – ein strategisches Vorhaben, das ihm künftig deutlich mehr außenpolitische Verantwortung und Macht verleihen soll.
