In its latest annual threat assessment, released Tuesday, the Office of the Director of National Intelligence reported that both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy remain open to engaging with the United States in efforts to end the ongoing war. According to the report, both leaders have demonstrated a willingness to consider partial ceasefires as part of potential steps toward de-escalation.
However, the report also notes that neither side is currently ready to compromise fully. “Both leaders likely still view the risks of a prolonged conflict as more tolerable than accepting an unfavorable deal,” the assessment states. For Moscow, favorable developments on the battlefield afford it the luxury of waiting. For Kyiv, agreeing to concessions—such as ceding territory or adopting a neutral stance—without solid security guarantees from Western allies could trigger public backlash and future vulnerabilities.
Amid shifting dynamics, Kyiv is adjusting its strategy—particularly in response to former U.S. President Donald Trump’s political influence. President Zelenskyy is now focusing more on diplomatic engagement with European leaders, acknowledging that the United States is currently blocking Ukraine’s hopes of joining NATO.
While the U.S. applies considerable pressure on Ukraine in talks, there is no corresponding indication of similar pressure being directed at Moscow. Still, Ukrainian officials maintain that their government is not hindering peace efforts.
“Ukraine has shown its commitment to peace,” said Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi. “On March 11, Ukraine agreed to a U.S.-proposed full ceasefire. In contrast, Russia responded with conditions, ultimatums, and manipulative demands—effectively rejecting the deal.”
Tykhyi emphasized that this contrast demonstrates Ukraine’s genuine position. “That alone should be enough to show Ukraine is not an obstacle to peace, but a willing partner. I trust the United States recognizes this as well,” he added.
