
During the launch meeting of the INVEST – (INTeroperability Vision in Europe – Strategy Timeplan) project at the Ministry of Digital Governance, Minister Dimitris Papastergiou emphasized that the initiative aims to build a digitally sovereign and resilient Europe. He highlighted the project’s goal of fostering a connected, innovative, and empowered continent that effectively serves its citizens through collaborative efforts among stakeholders.
The INVEST project is a key European initiative designed to outline strategic priorities and create a comprehensive action plan for implementing the new European Regulation focused on achieving high levels of interoperability in the public sector across the EU (Interoperable Europe Act, EU/903/2024). With a budget of €1 million, this 12-month project is funded by the Digital Europe Programme and is set to conclude in December 2025.
Coordinated by the Ministry of Digital Governance, the INVEST project aims to enhance interoperability, stimulate innovation, and drive digital transformation within European public administrations by engaging various stakeholders.
By employing a structured approach to strategic planning, implementation, and stakeholder engagement, INVEST is set to advance the development of a Digital Single Market.
The project involves partners from seven member states (Greece, Finland, Poland, Hungary, Portugal, Croatia, and Luxembourg), along with representatives from the Directorate-General for Informatics of the European Commission (DG DIGIT) and 62 delegates from 20 countries, including Austria, Bulgaria, Belgium, Denmark, Greece, Estonia, Spain, Cyprus, Croatia, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Hungary, Poland, Portugal, Slovakia, Czech Republic, and Finland). During the kickoff meeting, discussions focused on the strategic priorities outlined in the Interoperable Europe Regulation (EU/903/2024) and the framework for systematic cooperation among member states to implement interoperable solutions through multinational projects and initiatives. The importance of coordinated efforts and the active involvement of all stakeholders was also underscored.
For Greece, the project is being implemented by the General Secretariat of Information Systems and Digital Governance and the National Infrastructures for Technology and Research (EDYTE S.A. – GRNET) under the Ministry of Digital Governance.
In recent years, the Ministry has significantly improved public sector digital services through gov.gr by leveraging interoperability. It has also taken substantial steps at the European level on interoperability matters, including a proposal for establishing a European Digital Infrastructure Consortium (EDIC) based in Greece. This initiative, aimed at fostering interoperability and promoting connected and innovative public administrations (IMPACTS), seeks to facilitate the development and implementation of common European interoperability solutions in line with the Interoperable Europe Regulation across all member states.
