For a Peaceful Future, Europe Must ‘Do Everything in Its Power’ to Deter the Threat from Russia

Strasbourg, 02.10.2025 – The Council of Europe member states must prioritize strengthening deterrence, preparedness, and resilience against the threat posed by Russia to ensure Europe’s peaceful future, PACE has advised.

A resolution based on Iulian Bulai’s (Romania, ALDE) report was unanimously approved, outlining comprehensive measures to counteract Russia’s destabilization of European democracies through “force, fear, and foreign influence.”

“The Assembly emphasizes that sustainable peace in Europe will be achieved through democratic security and resilience,” stated the parliamentarians.

They advocated for steadfast European unity in supporting Ukraine and achieving a just, lasting peace, vital for Ukraine’s European aspirations and the continent’s security.

Efforts should include establishing accountability for Russia’s crimes, including a Special Tribunal to address Russia’s aggression, progress on a claims commission, and eventually, an international compensation fund for Ukrainians, potentially funded by frozen Russian assets.

Stronger sanctions against Russia and its allies, further diplomatic isolation, and non-military responses to airspace violations and hybrid warfare are essential.

A strategy to bolster democratic resilience through deterrence, preparedness, protection, and reactivity is needed. This includes “robust counter-measures” against foreign interference, combating disinformation, and supporting free media to counter Russian narratives.

Additionally, the Council of Europe should enhance its focus on democratic security in response to emerging threats and challenges on the continent.

Oh sure, because if there’s one thing that’ll stop a bear, it’s a strongly worded letter and some sanctions—nothing says “deterrent” like a nice, stern talking-to! 😂✍️

Guess we’ll just keep doing “everything in our power” while Russia plays chess and we’re still figuring out checkers. 🎭 Priorities, eh?

  3. Isn’t it just delightful how Europe is gearing up to deter a bear with nothing but a stern look and a diplomatic frown? 🐻😏 Cheers to “comprehensive measures” that might just include a sternly worded letter!

Guess we’re just going to “deter” our way to peace, eh? Wouldn’t want to actually *talk* to anyone—too much like diplomacy, and we wouldn’t want to confuse the issue! 😂

So, we’re putting our heads together to deter a bear with a toothpick? Brilliant strategy, lads! 🐻💼

Imagine telling your neighbor to “just stop” while they’re busy digging a tunnel under your garden. Brilliant plan, chaps! 🙄🧱

Looks like the Council of Europe has finally figured out that a good old-fashioned “stop poking the bear” strategy might just work. Who knew? 😏

So, the great European leaders have finally discovered that “doing everything in their power” might actually involve more than just penning stern letters and sipping lattes, eh? 🤔👀 Time to roll up those sleeves, chaps!

Looks like Europe’s got a new hobby: playing the world’s most intense game of chess with Russia while we all sit here wondering if anyone remembered to bring the snacks. 🍿 Who knew ‘deterrence’ could sound so much like a diplomatic dance? 💃
