Strasbourg, 02.10.2025 – The Council of Europe member states must prioritize strengthening deterrence, preparedness, and resilience against the threat posed by Russia to ensure Europe’s peaceful future, PACE has advised.
A resolution based on Iulian Bulai’s (Romania, ALDE) report was unanimously approved, outlining comprehensive measures to counteract Russia’s destabilization of European democracies through “force, fear, and foreign influence.”
“The Assembly emphasizes that sustainable peace in Europe will be achieved through democratic security and resilience,” stated the parliamentarians.
They advocated for steadfast European unity in supporting Ukraine and achieving a just, lasting peace, vital for Ukraine’s European aspirations and the continent’s security.
Efforts should include establishing accountability for Russia’s crimes, including a Special Tribunal to address Russia’s aggression, progress on a claims commission, and eventually, an international compensation fund for Ukrainians, potentially funded by frozen Russian assets.
Stronger sanctions against Russia and its allies, further diplomatic isolation, and non-military responses to airspace violations and hybrid warfare are essential.
A strategy to bolster democratic resilience through deterrence, preparedness, protection, and reactivity is needed. This includes “robust counter-measures” against foreign interference, combating disinformation, and supporting free media to counter Russian narratives.
Additionally, the Council of Europe should enhance its focus on democratic security in response to emerging threats and challenges on the continent.
