
SOFIA – Bulgaria has received its second payment from the National Recovery and Resilience Plan following the successful completion of 58 out of 59 milestone targets. These include important reforms in education, energy, anti-money laundering, public procurement, rule of law, and enhancements to the business environment, according to the government information service.
The second payment, totaling 438.6 million euros, was approved after a favorable evaluation by the European Commission.
This marks the first payment the country has received under this mechanism in nearly three years, with the initial tranche disbursed in December 2022.
Securing the second payment was a key priority for the government. To facilitate this, the request was initially withdrawn on April 17, 2025, and subsequently resubmitted on July 23, 2025. Consequently, the total funds received by Bulgaria now represent one-third of the total allocation, with milestone achievements nearing 40%.
On October 1, Bulgaria also submitted a request for a third payment amounting to 1.6 billion euros, which is anticipated to be received by the end of the year.
The National Recovery and Resilience Plan for Bulgaria totals 6.17 billion euros in grants. With the second payment, the total disbursed funds will account for 29.5% of the allocated amount under the plan, while 38.2% of the specified milestones and targets have been achieved.
